The PHS Employment Monitor 2026 is the largest Europe-wide survey ever conducted on home care and household services. Funded by the European Union and run by the Social Partners in PHS – EFFAT, EFFE, EFSI and UNI Europa -, the survey aims to better understand how the sector functions by collecting the experiences of workers, users, and employers.
Home care and household services are essential to everyday life across Europe, yet the sector is often characterised by precarious working conditions, limited protections, and barriers to accessing rights. By participating, you help build stronger evidence to support better policies and working conditions in the sector.
Currently, through the MOBILE project, La Strada International aims to enhance social dialogue and improve conditions for third country national workers by lifting legal and practical barriers and promoting decent working conditions. Through the Trafficked En Route project, we have been examining labour exploitation of third-country nationals along migration routes within and towards Europe, including in the domestic and care sector and advocate for better rights protection.
Who should fill in the survey?
- Workers in home care and household services (including domestic and care work)
- Users of domestic services
- Employers of domestic and care workers (including households and service providers)
