GRETA questionnaire for civil society on technology facilitated trafficking

GRETA will carry out a study on the problems faced by States Parties to the CoE Anti-Trafficking Convention in relation to the detection, investigation and prosecution of online and technology-facilitated human trafficking, international co-operation in this respect, and existing legislative and operational tools and good practices to help prevent and combat ICT-enabled trafficking in human beings. A questionnaire has been prepared for CSOs, which are asked to contribute and send their responses to the GRETA Secretariat trafficking@coe.int by 19 May 2021.

The Group of Experts on Action against Trafficking in Human Beings (GRETA), which monitors the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings (“the Convention”), has noted that State Parties to the Convention have reported an increased use of information and communication technologies (ICT) to commit human trafficking offences, as well as difficulties in investigating and prosecuting such offences. At the same time, the evidence base on online and technology-facilitated trafficking in human beings remains limited and patchy.

With this in mind, GRETA has decided to carry out a study on the problems faced by States Parties to the Council of Europe Anti-Trafficking Convention in relation to the detection, investigation and prosecution of online and technology-facilitated human trafficking, international co-operation in this respect, and the existing legislative and operational tools and good practices that help prevent and combat ICT-enabled trafficking in human beings. The aim of the study is to strengthen the implementation of the Anti-Trafficking Convention and address more effectively online and technology-enabled trafficking in human beings.

For the purpose of carrying out the study, a questionnaire has been prepared for the attention of civil society organisations active in the area of combating human trafficking. CSOs are kindly invited to provide a response to the attached questionnaire and submit it to the Secretariat of GRETA (trafficking@coe.int) by 19 May 2021. The reply should be submitted to trafficking@coe.int in one of the official languages of the Council of Europe, English or French. For practical reasons, it is requested to submit your reply in WORD format.
